About You
As a Senior DevOps Engineer, you will play a pivotal role in implementing and maintaining cloud-native, secure, and scalable platforms critical to Armenia’s public sector digital transformation.
You will develop CI/CD pipelines, automate infrastructure provisioning, and optimize runtime environments across hybrid, public, and private cloud environments.
This role supports ISAA’s Cloud Transformation Team (CTT) in delivering high-availability e-government services by embedding automation, observability, and repeatability across infrastructure layers. You’ll also contribute to policy implementation, technical documentation, and the delivery of MVPs and Proof-of-Concept (PoC) projects.
Key Responsibilities
1. Infrastructure Automation & DevOps Engineering
- Design and implement robust CI/CD pipelines to support modern development and delivery lifecycles.
- Automate provisioning of cloud resources using Infrastructure-as-Code tools such as Terraform, Ansible, etc.
- Develop and maintain container orchestration platforms (e.g., Docker Swarm, Nomad, Mesos, Kubernetes, AKS, GKE, EKS, ECS, etc.).
- Develop FinOps and ProcessOps practices for government agencies.
2. PoC & MVP Projects for Digital Services
- Lead or support delivery of Proof-of-Concept (PoC) and Minimum Viable Product (MVP) solutions to prototype digital services.
- Collaborate with cross-functional teams to validate design assumptions and deliver functional demos in short iterations.
- Apply DevOps best practices to MVP workflows for speed, compliance, and reproducibility.
3. Policy & Compliance Implementation
- Operationalize cloud infrastructure and DevOps processes in alignment with ISAA’s governance frameworks (e.g., security, data protection, procurement).
- Enforce automated policy checks (cost, identity, access control, tagging standards) in CI/CD pipelines.
- Provide feedback/input on evolving cloud governance documents and compliance checklists.
4. Monitoring, Observability & Incident Readiness
- Implement and maintain observability tools (Prometheus, Grafana, Loki, ELK, DataDog, etc.).
- Support capacity planning, high-availability configurations, and post-incident reviews (postmortems).
5. Technical Documentation & Standards
- Create and maintain detailed documentation of deployments, technical architectures, and operational policies.
- Contribute to the development of IaC, DevOps playbooks, reusable patterns, and configuration standards.
- Ensure all documentation is version-controlled, accessible, and regularly updated.
6. Collaboration & Capacity Building
- Collaborate with system architects, developers, QA engineers, and external vendors for end-to-end delivery.
- Provide mentorship, knowledge-sharing, and workshops to technical staff across government institutions.
- Participate in joint task forces on infrastructure strategy and platform standardization.
7. Continuous Improvement & Tooling Innovation
- Evaluate and recommend emerging DevOps tools and practices.
- Identify opportunities to reduce operational toil and improve deployment velocity.
Required Qualifications
Experience
- 5–8+ years in DevOps, SRE, or infrastructure roles, with demonstrated success at scale.
- Experience managing cloud-native applications, IaC, and secure CI/CD practices in regulated environments.
Technical Knowledge
CI/CD Engineering:
- GitHub Actions, GitLab CI, Jenkins, or similar tools.
Infrastructure-as-Code (IaC):
- Terraform, Terragrunt, Ansible, Pulumi, or equivalents.
Container Platforms:
- Docker, Kubernetes, Helm.
Cloud Environments:
- Proficiency with at least two major cloud platforms (AWS, Azure, GCP), and hybrid/private clouds.
Scripting:
- Strong scripting in Bash, Python, or similar languages.
Monitoring & Observability:
- Experience with metrics, alerting, dashboards using Prometheus, Grafana, Loki, ELK, or DataDog.
Security & Compliance:
- Familiarity with CIS Benchmarks, RBAC, secrets management, and IT governance practices.
Policy-as-Code:
- Tools such as Open Policy Agent (OPA), Sentinel, or custom scripting for policy validation.
Preferred Certifications (Not Mandatory)
- Certified Kubernetes Administrator (CKA)
- AWS, Azure, or Google Cloud DevOps certifications
- HashiCorp Terraform Associate
- Additional DevSecOps, cloud security, or infrastructure certifications are a plus
Desired Skills and Knowledge
Policy and Standards Awareness
- Ability to interpret and apply policies related to IT service delivery, data classification, and access control.
- Capable of contributing to internal standards documentation and compliance validation.
Public Sector DevOps Acumen
- Experience delivering systems in regulated sectors (government, finance, healthcare).
- Understanding of public procurement constraints and cross-agency collaboration.
Agile & Iterative Development
- Experience working in Agile environments with MVP-first delivery approaches.
- Ability to drive fast-feedback DevOps pipelines and support self-service platforms.
Soft Skills
- Excellent communication skills to explain technical concepts to both technical and non-technical stakeholders.
- Strong team player with a proactive, collaborative mindset.
- Experience mentoring junior engineers and leading knowledge-sharing initiatives.
