The Information Systems Agency of Armenia (ISAA) is supporting the creation of the Armenian e-society. About You
The Information Systems Agency of Armenia (ISAA) is seeking a highly qualified and motivated professional to join as an eID Policy Maker, specializing in the development, governance, and standardization of eID ecosystem (electronic identification and trust services).
This role is critical in shaping Armenia’s national digital identity ecosystem, ensuring secure, interoperable, and trustworthy eID services aligned with international best practices, including the principles of the eIDAS Regulation and European digital identity frameworks.
Job Responsibilities
- Develop, review, and maintain policies, regulations, and technical standards governing electronic identification (eID), authentication and electronic signature services, trust services and trust frameworks.
- Ensure alignment with international standards and frameworks, including eIDAS Regulation, European Digital Identity (EUDI) frameworks, ETSI standards and related interoperability specifications.
- Support the governance and operation of the national eID ecosystem, including trust service frameworks, trusted lists and registries.
- Define and maintain assurance and compliance requirements for eID schemes and trust service providers.
- Provide expert guidance on eID standards, regulatory frameworks, and implementation of best practices.
- Monitor compliance and conduct assessments of eID schemes and trust services against applicable standards.
- Collaborate with key stakeholders, including government institutions and regulators, trust service providers (TSPs), identity providers and ecosystem participants, international organizations and Conformity Assessment bodies.
- Contribute to capacity building by developing and delivering training programs, technical guidelines, stakeholder awareness initiatives.
- Maintain accurate and up-to-date documentation of policies and regulatory updates, standards and technical specifications, compliance assessments and reports.
Qualifications
- Bachelor’s degree in law, Information Technology, Cybersecurity, or a related field (Master’s degree preferred)
- 5+ years of experience in one or more of the following areas: Policy development or regulatory frameworks
Standards development or governance
Electronic identification (eID) or trust services - Strong understanding of eID frameworks and trust service ecosystems, electronic authentication, and electronic signatures
- Knowledge of international standards and regulatory frameworks, particularly: eIDAS regulation, ETSI standards, interoperability frameworks for digital identity
- Strong stakeholder management, communication, and negotiation skills
- Analytical mindset with strong problem-solving capabilities and attention to detail
