About You
As Senior Project Manager – Whole of Government HRMIS Platform at the Information Systems Agency of Armenia (ISAA), you will lead the planning, coordination, and delivery of a government-wide Human Resource Management Information System implementation, starting with a pilot across selected institutions (e.g., Ministry of Interior, State Tax Authorities, ISAA).
This role is focused on selecting, adapting, and rolling out an HRMIS solution rather than designing a new system from scratch. You will be responsible for coordinating process mapping and requirements assessment across ministries and public institutions, working with solution architects and technical experts to evaluate solutions, and translating complex and fragmented needs into a structured implementation approach.
You will support institutions in analyzing, harmonizing, and optimizing HR processes, and help determine where processes should be standardized, where the system can be configured, and where limited customization or process reform is required. You will ensure that the selected solution and its implementation align with national digital architecture, interoperability standards, digitalization standards, human-centered standards, and other applicable government policies and standards.
Job Responsibilities
- Lead the end-to-end delivery of the Whole-of-Government HRMIS program, starting with pilot institutions and preparing for scale-up.
- Define project scope, phases, milestones, and rollout strategy.
- Coordinate procurement, vendor engagement, implementation, training, and post-go-live support.
- Ensure alignment with national digital architecture, interoperability standards,
- digitalization standards, human-centered (Henaket) standards, and security and data
- governance policies.
- Coordinate and oversee structured process mapping and requirements assessment
- across ministries and public institutions.
- Analyze and categorize requirements from high-level policy objectives to operational
- workflows.
- Identify which requirements and processes are: Unified across institutions, shared by clusters of institutions, institution-specific or exceptional
- Support decision-making on whether processes should be standardized,
- simplified, configured in the system, or require limited customization or
- redesign.
- Translate complex, legacy-driven processes into structured, prioritized
- implementation requirements.
- Lead market research and evaluation of local and international HRMIS solutions, as
- well as preparation of procurement documentation, including RFI (if applicable), RFP, and RFQ.
- Ensure that detailed process mapping, gap analysis, and fit-gap assessment are
- conducted against proposed vendor solutions.
- Work closely with solution architects and technical teams to assess functional fit,
- integration, interoperability, scalability, and security.
- Prepare comparative assessments and recommendations (buy / configure / limited customize).
- Manage the RFP clarification and evaluation process in coordination with legal, procurement, and technical teams.
- Ensure compliance with interoperability standards, digitalization standards, human-centered (Henaket) standards, and relevant government architectural and data standards.
- Coordinate delivery with vendors, technical teams, and institutional stakeholders.
- Oversee UAT and validate that delivered functionalities meet institutional and
regulatory requirements. - Ensure proper documentation, knowledge transfer, and operational readiness.
- Support planning for ongoing improvement and future expansion to additional institutions.
- Act as the primary coordination point between ministries, HR departments, policy units, technical teams, and vendors.
- Facilitate workshops and working groups on process harmonization and standard approaches.
- Manage trade-offs between institution-specific needs and whole-of-government standardization.
- Communicate decisions, constraints, and rollout plans clearly to executive and operational stakeholders.
- Develop in-depth knowledge of international HRMIS platforms and public sector best practices.
- Benchmark government HRMIS implementations in other countries.
- Recommend improvements aligned with public sector HR modernization and digital government objectives.
Governance, Delivery & Quality Assurance
- Coordinate delivery with vendors, technical teams, and institutional stakeholders.
- Oversee UAT and validate that delivered functionalities meet institutional and
regulatory requirements. - Ensure proper documentation, knowledge transfer, and operational readiness.
- Support planning for ongoing improvement and future expansion to additional
institutions.
Stakeholder Management
- Act as the primary coordination point between ministries, HR departments, policy
units, technical teams, and vendors. - Facilitate workshops and working groups on process harmonization and standard
approaches. - Manage trade-offs between institution-specific needs and whole-of-government
standardization. - Communicate decisions, constraints, and rollout plans clearly to executive and
operational stakeholders.
Market & Platform Expertise
- Develop in-depth knowledge of international HRMIS platforms and public sector best
practices. - Benchmark government HRMIS implementations in other countries.
- Recommend improvements aligned with public sector HR modernization and digital
government objectives.
Qualifications
- 7–10 years of experience in project management, enterprise systems
implementation, SaaS delivery, or digital transformation projects. - Proven experience working with SaaS platforms, preferably HRIS, ERP, or large-scale enterprise systems.
- Strong ability to structure and rationalize complex, fragmented requirements across
multiple organizations. - Experience working with government or large public institutions is highly preferred
- Deep understanding of HR functional domains (personnel records, civil service administration, payroll integration, recruitment, performance management, leave management, disciplinary procedures, etc.)
- Strong knowledge of the RA Law on Civil Service and related regulatory framework governing public service employment.
- Ability to translate legislative and regulatory requirements into structured system and implementation requirements.
- Ability to distinguish between configuration, customization, and process redesign approaches.
- Experience leading cross-functional workshops and aligning diverse stakeholder groups.
- Strong analytical thinking and documentation skills (project plans, epics, user stories, business cases, functional specifications).
- Familiarity with interoperability, API-based integrations, identity systems, and data governance principles.
- Excellent communication skills in Armenian and English.
