The Information systems agency of Armenia is supporting the creation of the Armenian e-society. The Solution Architect will help with  the architecture, design, and technical governance of a national Data Exchange Layer (DEL) based on X-Road principles and software, ensuring secure, interoperable, and scalable data exchange across information systems.

The role bridges business needs, legal/regulatory requirements, and technical implementation, supporting agencies and vendors during onboarding and integration.

• Define logical, physical, and integration architectures for the DEL
• Translate policy, legal, and interoperability requirements into technical architecture decisions
• Align DEL architecture with cybersecurity and data protection frameworks
• Lead the technical design and adaptation of X-Road for national use
• Ensure compatibility with: Legacy systems, Sectoral platforms
  
• Define and document: Interoperability standards and profiles, API and service design guidelines, data exchange conventions (schemas, namespaces, identifiers)
  
• Review and approve technical designs from vendors and agencies
• Support pilot implementations and phased rollout
  
• Provide architecture guidance during:Member onboarding and service provider/consumer integration
  
• Create reusable architecture artifacts: Reference architectures, Solution blueprints, Integration patterns
  
• Mentor technical teams
• Produce and maintain: Architecture descriptions, Technical guidelines and handbooks, Integration and onboarding manuals
  
• Ensure documentation is: Vendor-neutral, Understandable by both technical and semi-technical stakeholders
  
• Act as technical counterpart to: Government agencies, System integrators, Software vendors
• Participate in technical workshops, reviews, and architecture boards, Support procurement processes with architecture input and evaluation criteria
  

• 7+ years IT or related fields
• Strong experience with:  System integration and interoperability platforms, SOA / API-based integrations and distributed systems in  regulated environments
  
• Solid understanding of: PKI, certificates, trust models and Secure data exchange concepts
  
• Ability to work with legal, policy, and business stakeholders
  
• Strong analytical and structuring skills
• Ability to explain complex technical topics to non-technical audiences
• Neutral, tech-independent mindset
• Comfortable working in public-sector, multi-stakeholder environments
