About You
As a Learning & Development Senior Officer, you will be responsible for both crafting the Agency’s learning and development strategy and leading its full implementation. You will help shape how our workforce grows, ensuring teams develop the skills and knowledge required to support Armenia’s digital transformation.
You are a strategic thinker who also enjoys hands-on execution. You can build L&D systems from the ground up, design learning experiences, facilitate training, manage stakeholders, and evaluate program effectiveness. You thrive in dynamic environments and are passionate about fostering a culture of continuous learning.
Job Responsibilities
- Develop and implement the Agency’s Learning & Development strategy and annual L&D roadmap.
- Conduct needs assessments and skills-gap analyses across departments to identify priority development areas.
- Design and deliver learning programs, workshops, and structured onboarding learning tracks (distinct from onboarding logistics).
- Build leadership and management development programs, including modules on coaching, feedback, communication, and team effectiveness.
- Create and maintain competency models, career pathways, and employee development frameworks.
- Establish and manage mechanisms for knowledge sharing, mentoring, and cross-functional learning.
- Evaluate learning initiatives using data, feedback, and performance indicators; implement continuous improvements.
- Manage relationships with external training providers, coaches, and learning partners.
- Collaborate closely with department heads to align learning initiatives with organizational goals and talent needs.
- Support performance development processes by integrating L&D insights into development planning tools and systems.
Qualifications
- Bachelor’s or Master’s degree in Human Resources, Education, Organizational Development, or a related field.
- 5–8 years of experience in Learning & Development or Organizational Development, with exposure to both strategy and hands-on implementation.
- Proven experience designing and delivering learning programs in growing or complex organizations.
- Strong facilitation, curriculum design, and stakeholder management skills.
- Ability to link organizational objectives to effective learning solutions.
- Experience using metrics to assess and improve L&D impact.
- Fluency in Armenian and English; knowledge of Russian is an advantage.
