The Information Systems Agency of Armenia (ISAA) is supporting the creation of the Armenian e-society. About You
We are looking for a Project Owner to join our Service Delivery Transformation team and lead the redesign and digitization of critical citizen life events. In this strategic role, you will own the delivery of key service transformation projects—from discovery and design through to launch—ensuring that they are user-centric, inclusive, and sustainable.

Job Responsibilities
Project Ownership and Digital Transformation
- Own the end-to-end transformation process for one or more life events.
- Conduct citizen research to understand pain points and opportunities for reform.
- Lead co-design workshops and consultations with government partners and end users.
- Oversee the development and testing of MVPs (Minimum Viable Products) for digital services.
- Drive continuous improvement through feedback and iteration.
Stakeholder Engagement and Capacity Building
- Build strong, trust-based relationships with cross-government stakeholders.
- Coach and support public sector change agents to foster digital maturity within institutions.
- Lead facilitation of user research, service mapping, and design workshops with citizens and civil servants.
- Promote collaboration and shared accountability among project teams.
Governance and Delivery Oversight
- Track and report progress using structured roadmaps, KPIs, and digital governance frameworks.
- Coordinate closely with technical and design teams to ensure high-quality MVP delivery.
- Communicate insights, risks, and achievements through presentations and strategic updates.
- Ensure all work aligns with ISAA’s overarching digital transformation goals and standards.
Qualifications
- 4+ years of experience in digital transformation, public service design, or complex project management.
- Familiarity with or willingness to learn user-centered design and agile delivery methods.
- Experience working with or within government institutions on reform or innovation projects.
- Strong leadership, facilitation, and communication skills.
- Ability to manage multiple priorities, navigate ambiguity, and problem-solve creatively.
- Fluency in Armenian and English (written and spoken).
- A strong sense of ownership, integrity, and commitment to public service.
