The Information Systems Agency of Armenia (ISAA) is supporting the creation of the Armenian e-society. About You
The MEL Officer will play a key role in monitoring and analyzing the digitalization of public services in Armenia. The main objective of the position is to collect and analyze quantitative and qualitative data to assess the current level of digitalization, identify service gaps, and prioritize non-digital services with the highest potential impact if digitized. Approximately 70% of the workload will be dedicated to this MEL project, while the remaining 30% will support broader research initiatives, including fieldwork coordination, in-depth interviews, focus group moderation, and recruitment activities related to life events research.
Job Responsibilities
- Coordinate and oversee the data collection process on public service digitalization.
- Conduct data quality assurance checks to ensure accuracy, completeness, and reliability.
- Perform quantitative and qualitative data analysis to assess the level and impact of service digitalization.
- Prepare analytical summaries, visualizations, and progress reports for internal and external stakeholders.
- Contribute to the development of monitoring tools, indicators, and data collection methodologies.
- Support the prioritization of non-digital services to be digitized based on impact analysis findings.
- Assist in the design and implementation of research initiatives related to life events and user experiences.
- Coordinate fieldwork logistics, including participant recruitment and interviewer supervision.
- Conduct or moderate in-depth interviews and focus group discussions.
- Support data cleaning, coding, and analysis for qualitative research.
- Contribute to drafting research summaries, briefs, and presentations.
Qualifications
- University degree in Social Sciences, Sociology, Economics, Public Policy, or a related field.
- Proficiency in data analysis and visualization tools such as SPSS, R, Excel, and Power BI.
- Strong report writing skills and ability to interpret data for policy and programmatic recommendations.
- Excellent command of written Armenian and good command of English (both written and spoken).
- Srong leadership and initiative, with the ability to coordinate multi-stakeholder processes.
- Detail-oriented and committed to data quality and accuracy.
- Strong analytical mindset and problem-solving abilities.
- Ability to work independently and collaboratively within a team environment.
