About Us

The Information Systems Agency of Armenia (ISAA) is supporting the creation of the Armenian e-society. In leadership with the Government and the Central Bank of Armenia, our mission is to implement key standards for how public services and digital projects should be delivered. About You

The Researcher will play a key role in advancing data-driven decision-making in public service digital transformation. The position combines applied research with institutional capacity-building. Approximately 50% of the workload will focus on conducting user research to inform digitalization priorities, and 50% will focus on developing training materials, guides, and tools to strengthen the research capacity of government bodies.

Job Responsibilities

User research and analytics

  • Design and implement quantitative and qualitative research methodologies focused on public service users.
  • Conduct surveys, interviews, and focus group discussions to assess user needs, satisfaction, and challenges.
  • Perform data analysis and interpretation using analytical tools (SPSS, R, Excel, Power BI, etc.).
  • Prepare research reports, analytical summaries, and policy insights to support data-driven decisions.
  • Collaborate with multidisciplinary teams to translate research findings into actionable recommendations for digital transformation.

Capacity Building and Knowledge Development

  • Design and develop research guides, templates, and training materials to support government bodies in conducting evidence-based research.
  • Prepare policy papers and methodological notes to improve research and monitoring practices across institutions.
  • Conduct trainings, workshops, and knowledge-sharing sessions to build research and analytical capacity among public sector stakeholders.
  • Provide mentorship and technical support to partner institutions during research design and implementation.

Qualifications

  • University degree in Social Sciences, Public Policy, Economics, Sociology, or a related field.
  • Proven experience in research design, implementation, and analysis (quantitative and qualitative).
  • Strong proficiency in data analytics tools such as SPSS, R, Excel, Power BI, or similar platforms.
  • Experience in teaching, training, or capacity building is an asset.
  • Demonstrated experience in managing or coordinating research projects.
  • Excellent analytical and critical thinking abilities.
  • Strong communication and presentation skills, both written and verbal.
  • Proactive and initiative-driven, able to manage multiple tasks independently.
  • Collaborative and adaptable team player with attention to detail and methodological rigor.
