The Information Systems Agency of Armenia is supporting the creation of the Armenian e-society. About You
As a Talent Acquisition Specialist, you will play a key role in building and strengthening the Agency’s high-performing team that drives Armenia’s digital transformation. You will manage the full recruitment lifecycle—from workforce planning and sourcing to onboarding—ensuring the attraction and retention of top professionals across technical and non-technical domains.
You will lead recruitment both locally and globally, engaging with professionals from Armenia and abroad who can contribute to our mission of advancing digital governance. You are proactive, resourceful, and able to identify exceptional talent through creative sourcing strategies, direct headhunting, and strong stakeholder collaboration.
Job Responsibilities
- Manage end-to-end recruitment processes for a range of roles, with a focus on digital and technology-related positions.
- Partner with hiring managers to define role requirements and design effective sourcing and selection strategies.
- Conduct direct sourcing and headhunting, targeting both local and international talent pools.
- Build and maintain strong candidate pipelines to meet current and future staffing needs.
- Coordinate and facilitate onboarding, ensuring new employees are smoothly integrated into the organization.
- Support the Agency’s employer branding and outreach initiatives to attract high-quality talent globally.
- Track recruitment metrics and provide insights for process improvement.
- Ensure compliance with recruitment and data protection policies, diversity principles, and equal opportunity standards.
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- 3–6 years of experience in recruitment, preferably with exposure to technical and digital roles.
- Proven experience in headhunting and global talent sourcing, including outreach to professionals outside Armenia.
- Strong understanding of technology-related job profiles and industry terminology.
- Excellent communication, negotiation, and relationship-building skills.
- Ability to manage multiple recruitment processes independently and efficiently.
- Experience in onboarding coordination and cross-functional collaboration.
- Fluency in Armenian and English; knowledge of Russian is an advantage.
