About You

We are looking for an experienced Product Owner to lead the digitalization of selected business and administrative processes within a public-sector environment. The role will be responsible for translating organizational needs into clear digital solutions, coordinating stakeholders, defining product requirements, and supporting the development and implementation of digital services. 

The Product Owner will work closely with business and technical teams, including Digital Architects, software engineers, data specialists, and other stakeholders, to ensure that digital solutions address real business needs, improve operational efficiency, and enable effective data management and exchange. 

Responsibilities

  • Lead the digitalization of selected business and administrative processes from initial analysis through implementation. 
  • Analyze existing processes, identify inefficiencies and opportunities for digital transformation, and define improved target processes.
  • Gather, analyze, and prioritize business and user requirements from relevant stakeholders.
  • Translate business needs into clear and actionable product requirements, user stories, functional specifications, and acceptance criteria.
  • Define product vision, scope, priorities, and implementation roadmap in alignment with organizational objectives.
  • Work closely with Digital Architects and technical teams to ensure that proposed solutions are technically feasible and aligned with the overall architecture.
  • Participate in the design and development of databases, data structures, and data flows required to support digitalized processes.
  • Define requirements for data exchange and integration with internal and external systems and relevant interoperability platforms.
  • Coordinate the preparation and review of Technical Requirements / Terms of Reference (ToR) for software development and digitalization projects.
  • Ensure that functional and business requirements are accurately reflected in technical specifications and development deliverables.
  • Maintain and prioritize the product backlog and coordinate priorities with relevant stakeholders.
  • Facilitate communication between business stakeholders, technical teams, vendors, and other project participants.
  • Review delivered functionality against agreed requirements and acceptance criteria and coordinate user acceptance activities.
  • Identify product-related risks, dependencies, gaps, and implementation challenges and ensure appropriate follow-up.
  • Monitor product progress and ensure timely resolution of business and functional issues.
  • Support change management and adoption of newly digitalized processes within the organization.
  • Ensure appropriate product documentation, process documentation, requirements, and decisions are maintained throughout the product lifecycle.
  • Contribute to continuous improvement of digital services and processes based on user feedback, operational needs, and performance results.

Qualifications

  • Experience with public-sector digital transformation or government information systems.
  • Experience with digitalization of administrative, regulatory, or institutional processes.
  • Experience with national or enterprise-level data exchange and interoperability platforms.
  • Experience working with government registries, centralized databases, or shared digital infrastructure.
  • Understanding of digital identity, electronic services, or other public digital services.
  • Experience working with vendors and managing software development contracts or deliverables.
  • Familiarity with Agile/Scrum methodologies and product development practices.
  • Technical background or experience working closely with software architects and engineering teams.
