Pre-procurement Market Sounding — Open Online Discussion
The Information Systems Agency of Armenia (ISAA) is leading the implementation of the Government IT Service Transformation (GITS) Project as part of the Government of the Republic of Armenia’s digital transformation agenda.
The GITS Project aims to bring the end-user IT environment in public institutions (employees’ computers/workstations and their support) to a unified, secure and predictable model. Currently, public institutions often procure equipment as standalone assets and then manage deployment and support independently, resulting in fragmented technology environments, uneven service quality, aging equipment, and elevated cybersecurity risks.
Within the GITS Project, a transition is envisaged to a service-based approach, under which workstations and related infrastructure will be provided as a service on a rental/leasing-type basis. This includes device provisioning, deployment, technical support, secure updates, monitoring, periodic replacement (lifecycle management), and regulated end-of-service/exit (exit/transition) mechanisms. Service quality will be managed through measurable indicators (SLA/KPI), and the contractual model will provide for clear accountability, control and reporting.
The Project will be implemented in a phased approach. During 2026, the pilot procurement approach will be refined, and the market will be engaged to discuss the service scope, realistic requirements, delivery models, and pricing structures to properly organize subsequent competitive procurement processes. For this purpose, ISAA invites you to participate in the preliminary discussions under the GITS Project.

The National Assembly of the Republic of Armenia elected the Chairman and two members of the Information Systems Regulatory Commission
On March 25, the National Assembly debated the issue of electing the Chairman of the Information Systems Regulatory Commission and elected Nerses Yeritsyan as Chairman.
The Information Systems Regulatory Commission is an autonomous regulatory body that ensures the development of information system security measures, coordinates the implementation of information system security measures, and develops the digital architecture of information systems.
The main objective of the Commission is to ensure a regulatory legal framework for the formation and development of a unified, cybersecurity-oriented digital environment in the Republic of Armenia, which will enable the provision of convenient digital services to citizens through the state information system.
Giving a speech, Nerses Yeritsyan expressed gratitude to the Government for the trust and nomination of his candidacy for that important position, presented his vision and ideas for his activities if elected to that position, spoke about the process of digital transformation, the formation of a competitive digital society and economy, touched upon the issue of ensuring cybersecurity, the challenges existing in the field, and other issues.
“Having earned your trust, I am ready to contribute my public and corporate management knowledge, experience, and best international practice to form an exemplary and competitive public structure together with the members of the Commission,” the candidate underscored.

Market Sounding: National Cybersecurity R&D Project for a Working Prototype (PoC)
The Information Systems Agency of Armenia (ISAA) invites interested stakeholders to participate in a market sounding exercise in preparation for the planned launch of a Cybersecurity Research and Development (R&D) Grant Program, as outlined in the attached Technical Terms of Reference (TOR).
This initiative aims to position the Republic of Armenia as a regional center for advanced cybersecurity innovation, fostering the development of preemptive, scalable, and verifiable cyber defense solutions across government and critical infrastructure sectors. Accordingly, ISAA invites market participants to review the attached TOR and provide feedback to support the refinement of the program design prior to its formal launch.
The purpose of this market sounding is to gather expert feedback from market participants, including private sector entities, research institutions, and international organizations, in order to validate the proposed approach, ensure alignment with international best practices, and refine the TOR prior to its formal issuance.

Mkhitar Hayrapetyan presented the candidate for Chair of the Information Systems Regulatory Commission at the National Assembly
At the plenary session of the National Assembly, the Minister of High-Tech Industry of the Republic of Armenia, Mkhitar Hayrapetyan, presented the candidate for Chair of the “Information Systems Regulatory Commission.”
In accordance with the quota defined by legislation, Nerses Yeritsyan has been nominated by the Government of the Republic of Armenia for this position for a term of 5 years.

WARNING — New wave of phone scams
In recent days, an increase in telephone fraud has been observed. Fraudsters make calls from local or foreign phone numbers or send messages via WhatsApp, Telegram, and Viber applications.
Presenting themselves as employees of a bank, telecom operator, delivery service, or state body, they aim to gain access to your personal data and phone applications in order to extract financial resources without your consent.
For example, they instruct you to:
❗transfer or dictate the service activation code received via SMS,❗click on the link received via SMS and fill in bank card or personal details,❗install a special application on your phone, for example, to activate 5G service or to use another service for free.
If you follow these instructions, fraudsters may:
▪️steal your financial resources,▪️gain access to your banking applications and perform any operations,▪️send messages to your acquaintances,▪️steal your messages,▪️control your phone on your behalf.
⛔All of this can happen instantly.
What to do:
🔷do not answer calls from unknown numbers, especially if the call is from abroad,🔷do not click on links in unknown SMS messages,🔷immediately end the call if you are asked to provide data, open a link, or perform any action,🔷do not share your personal data, passwords, or banking codes over the phone.

Pre-procurement Market-sounding
The MInistry of High-Tech Industry and Information Systems Agency of Armenia (ISAA) aiming at promoting digital transformation of the Republic of Armenia by implementing digital solutions and ensuring their widespread adoption, as well as to introduce modern and effective digital solutions aimed at improving the accessibility and quality of public services, are inviting for a pre-procurement market-sounding to assess possible solutions, technical approaches, and the overall market capacity related to establishing an artificial intelligence–based call and chat center.
At this stage, no procurement procedure or tender has been launched.
Attached, please find a draft technical specifications, which is provided solely for discussion purposes and for the collection of professional feedback. In this context, we invite you to submit your proposals and observations, in particular with regard to the following aspects:
possible technical solutions and approaches;
experience in the implementation of similar systems (if any);
considerations related to technical feasibility;
potential risks, constraints, and development opportunities for your participation in the tender;
any other recommendations.

Launch of Cyber Month 2025 in Armenia
The Ministry of High-Tech Industry of the Republic of Armenia and the Information Systems Regulatory Agency (ISAA), incollaboration with international partners, announce the launch of Cyber Month 2025. The initiative is held as part of the globally recognized Cybersecurity Month and aims to raise awareness about cybersecurity, enhance practical skills, and foster collaboration. Participants include representatives from government institutions, critical infrastructure operators, and academic institutions, as well as international partners. The campaign focuses on strengthening protection of critical infrastructure, promoting cybersecurity research, and developing professional capacity. Throughout the month, activities will include interactive workshops, technical exercises, awareness campaigns, and hands-on training. “In the digital age, cybersecurity is the cornerstone of national security and economic resilience,” said Minister Mkhitar Hayrapetyan. “A robust system promotes the development of the digital economy, safeguards critical infrastructures, and strengthens citizens’ trust in public digital services.” Echoing the Minister’s strategic priorities, ISAA Director Nerses Yertisyan added:
“Cybersecurity is vital for protecting our nation’s digital infrastructure and ensuring efficient public services. The “Cyber Month” initiative promotes cooperation and skill-building, building a trusted digital Armenia.”Additional details on upcoming Cyber Month events will be shared in the coming weeks.

The Government has approved the package of draft laws presented by the Ministry of High-Tech Industry, including the draft law “On Cybersecurity.”
On August 14, at the session of the Government of the Republic of Armenia, the package of draft laws “On Cybersecurity,” “On Public Information,” and “On the Regulatory Body for Information Systems,” presented by the Ministry of High-Tech Industry and developed jointly with the Armenian Information Systems Agency, was approved.
Presenting the package of draft laws, Minister of High-Tech Industry Mkhitar Hayrapetyan emphasized that it aims to create a unified and coordinated approach for the prevention of cyber incidents, response, and elimination of consequences, based on close cooperation between the state and the private sector. The package also regulates issues related to the creation of a unified digital environment and the implementation of an open data policy.
It was noted that the package has gone through a long and complex stage of discussions, with the involvement of representatives of civil society, sectoral associations, independent experts, international partners, and interested state bodies.
Minister Hayrapetyan, referring to the laws presented in the package, detailed the subject of regulation, purpose, and importance of each.
“By the Law ‘On Cybersecurity,’ the vital sectors and critical infrastructures are defined, both in the public and private sectors. Criteria are set based on risk and impact assessment, as well as certain standards that are mandatory for state structures, the public sector, and private companies operating civil infrastructures,” the Minister noted, emphasizing that this does not mean giving up the idea of developing and introducing national standards.
In his speech, the Minister presented that a Regulatory Body for Information Systems will be established, which will operate with the status of an autonomous body, and its members will be elected by the National Assembly of the Republic of Armenia.
Referring to the Law “On Public Information,” the Minister noted that it outlines the state digital architecture and introduces a new data management policy.
Additional clarifications on the draft laws were presented by the Director of the Information systems agency of Armenia, Nerses Yeritsyan.
Summing up his speech, Mkhitar Hayrapetyan emphasized the importance of implementing programs aimed at raising the cyber literacy of society.

Armenia Launches First-Ever Student National Cyberdrill
The Information Systems Agency of Armenia has launched the first Students National Cyberdrill. This October, students from various universities across Armenia will take part in a nationwide cybersecurity simulation exercise, during which they will solve real cyber incident scenarios. The initiative aims to raise cybersecurity awareness and skills among students.
The drill is part of the Agency’s long-term strategy focused on building a secure digital future and developing a new generation of cyber leaders. Participants engage in modeling real-world cyber incidents through interactive, scenario-based learning approaches aligned with Armenia’s digitalization and national cybersecurity agenda.

Young Professionals - Ambassadors of Digital Transformation
In May 2024, 20 young professionals joined the Agency through the Young Professionals Program. Over the course of a year, the young professionals actively contributed to the Agency's innovative initiatives: from cybersecurity to the Citizens' Lab, from data management to the development of digital services.
At the Program closing event, Nerses Yeritsyan, Director of the Agency, emphasized that thanks to this initiative, young professionals not only acquired valuable hands-on experience but also introduced innovative perspectives, alternative solutions, and strategic analyses - becoming integral contributors to Armenia’s digital transformation.
Each of them became a driving force for change, proving that it is indeed the youth who are shaping the future of Armenia's digital society.
Some of the young professionals will continue their career journeys within the Agency, further contributing their innovative ideas and energy toward building digital Armenia.
The Agency extends its appreciation to all the participants for their creativity and teamwork, wishing them success in their future endeavors.
