Background information

The digital architecture of Armenia places collaboration between state bodies as a core pillar of a trust based e-society. Information systems agency of Armenia works in partnership with the Armenian Government and private sector institutions to implement the key concepts of interoperability, specifically to ensure the correct application of the ‘once only’ principles for data exchange.

The once only principle: ensuring secure & accurate data exchange at the moment it is needed

The interoperability team at the Information systems agency of Armenia is focused on delivery of a next generation interoperability platform based on the technical core of the Estonian open source  ‘X – Road’ platform.  Fundamentals of the platform include:

  • A decentralised model for  secure data exchange between multiple state bodies, on the basis of trust
  • Confidentiality of data exchange  through secure protocols of the X-Road security servers
  • Integrity of data is exchange  through message logging at key points in the data exchange processes.

X-Road is Estonia’s unified data exchange platform, which integrates various databases and information systems. It enables secure and efficient data exchange between multiple entities based on the principle of interoperability, eliminating the need to submit the same data multiple times.

The platform allows government agencies, private companies, and citizens to share information while maintaining data security and confidentiality. The implementation of X-Road has made it possible to deliver faster and higher-quality digital services.

Like many countries, Armenia faces significant challenges in modernizing its governance infrastructure. These challenges are characterized by fragmented data systems across government agencies, which hinder effective collaboration and data-driven decision-making. Moreover, in an increasingly interconnected world, cybersecurity threats are growing, requiring robust measures to protect sensitive information.

The need for X-Road implementation in Armenia

  • Data Fragmentation and Silos – The operation of separate data systems within government agencies has led to data fragmentation, hindering the seamless flow of information and the government’s ability to use data for effective policymaking and service delivery.
  • The Imperative of Interoperability – Today, the demand for seamless interoperability between government databases is more urgent than ever. Streamlining data exchange processes is essential for increasing administrative efficiency, improving service delivery, and fostering innovation across various sectors of the economy.
  • Cybersecurity Challenges – The digital environment is rife with cyber threats, ranging from malicious cyberattacks to data breaches. Ensuring the integrity, confidentiality, and availability of information is therefore paramount. The implementation of X-Road provides a robust cybersecurity framework, strengthening Armenia’s defense against evolving cyber threats.
  • Efficiency and Transparency – Armenia strives to enhance the efficiency and transparency of its public administration, thereby increasing public trust in government institutions. By implementing X-Road, Armenia can streamline administrative processes, reduce bureaucratic burdens, and increase transparency through centralized mechanisms for data exchange.

Benefits to be achieved

  • Coordinated Data Sharing: X-Road will facilitate seamless data sharing between various government departments and organizations. This will lead to more informed decision-making and improved public services.
  • Advanced Security: X-Road uses advanced security measures such as encryption, digital signatures and access control mechanisms to ensure the confidentiality, integrity and authenticity of data exchanged between systems. With the implementation of X-Road, Armenia can strengthen it’s cyber security infrastructure and protect sensitive information from unauthorized access and cyber threats.
  • Cost savings: The introduction of X-Road can contribute to significant cost savings by optimizing the use of resources and reducing the human factor in the process of data exchange. Financial savings generated from X-Road’s simplified processes can be allocated to other, more priority areas.

Progress & timelines:

  • December 2024: the beta version of the interoperability platform will be implemented
  • July 2026: public launch of the interoperability platform
