Individual Consultant(s) for the Development and Delivery of Modules of an Artificial Intelligence Training Program
October 12, 2026
The Information Systems Agency of Armenia (ISAA) supports the development of Armenia’s digital society in cooperation with the Government of the Republic of Armenia, the Central Bank, and the public and private sectors. ISAA’s activities are aimed at introducing unified approaches and standards for the delivery of public services and the implementation of digital projects, based on interoperability, security, and the delivery of high-quality services.
In this context, ISAA plans to introduce a training program on the use of artificial intelligence (AI) for public sector employees. The program brings together the fundamentals of how AI systems work, their economic and cross-sectoral impacts, ethics, governance, privacy, and security, as well as AI-assisted decision-making and accountability.
The program must be practice-oriented and aimed not only at transferring knowledge but also at building skills for safe, responsible, and purposeful practical application. ISAA intends to select one or more individual experts, who may apply for the development and delivery of one or more of the modules listed in Annex 1.
Objective of the Assignment
The objective of these Terms of Reference is to select, on a competitive basis, individual consultant(s) with relevant qualifications and experience who, within the scope of the module(s) they have chosen, will be able to:

-
Deliver the training in a format and according to a schedule agreed with ISAA․
-
Revise the materials based on the learning results, participant feedback, and ISAA’s comments․
-
Submit to ISAA a complete package of final, editable training materials for reuse.

Methodological Principles for Teaching and Materials Development
-
At least 40–50% of each training module must consist of practical work, case analysis, hands-on experimentation, discussion, and outcome-oriented exercises․
-
Examples and exercises should correspond as closely as possible to the challenges, documents, work processes, and decision-making logic of the public sector․
-
The relevant modules must include the principles of human oversight, factchecking, source evaluation, accountability, data protection, and safe use․
-
Training activities must exclude the use by participants of real passwords, organizational/confidential data, API tokens, or any data granting access to operational systems․
-
Materials must be developed in plain language, with a clear structure, and in line, as far as possible, with Universal Design for Learning principles․
-
All final materials must be well-organized, editable, and understandable for self-study purposes.
Module Selection and Organization of Work
