The Information Systems Agency of Armenia (ISAA) is supporting the creation of the Armenian e-society. About You

The Cybersecurity Education Program Senior Officer is responsible for designing, implementing a national strategy to integrate cybersecurity into the school ecosystem, and managing national initiatives aimed at developing the future cybersecurity workforce.

The role focuses on engaging students, schools, government and industry partners to build a structured cybersecurity talent pipeline and strengthen national cyber resilience, promoting safe digital behavior among students. The position works at the intersection of education policy, cybersecurity capacity building, and workforce development.

The Program Manager will oversee cybersecurity education initiatives, national competitions, training programs, and partnerships that support the identification and development of cybersecurity talent from school age through early professional careers.

Job Responsibilities

  • Develop cybersecurity engagement programs for general school education.
  • Work with schools and education authorities to integrate cybersecurity learning opportunities.
  • Create pathways linking school programs to university studies and cybersecurity careers.
  • Strengthen the capacities of teachers and academic staff through targeted training and guidance.
  • Build partnerships with educational institutions, private sector organizations, and cybersecurity experts.
  • Coordinate with ministries, universities, and training providers to align cybersecurity education with workforce needs.
  • Coordinate cybersecurity clubs, summer camps, and student competitions.
  • Represent the program in national and international cybersecurity education initiatives.
  • Coordinate budgets, resources, and logistics related to educational capacity-building programs.
  • Foster long-term partnerships with local and international institutions to sustain initiatives.

Qualifications

 

  • Ability to design and implement national-level strategies and programs.
  • Strong understanding of education systems, policy frameworks, and workforce development ecosystems.
  • Ability to align programs with national priorities and cybersecurity workforce needs.
  • Solid understanding of cybersecurity concepts, trends, and workforce demands.
  • Experience developing training programs, competitions, or educational initiatives in cybersecurity or related fields.
  • Ability to promote safe digital behavior and cyber awareness at scale.
  • Strong experience managing complex, multi-stakeholder programs.
  • Ability to oversee budgets, timelines, resources, and logistics.
  • Experience coordinating events, competitions, and training programs.
  • Proven ability to build and maintain partnerships with:

    Government bodies

    Educational institutions

    Private sector organizations

    International partners

  • Ability to lead initiatives independently and coordinate cross-functional teams.
  • Experience mentoring, guiding, or supporting educators and program participants.
  • Strong collaboration skills in multidisciplinary and cross-sector environments.
  • Ability to analyze data and measure program impact and effectiveness.
  • Proficiency in MS Office and program management tools.
  • Excellent command of Armenian and English (written and spoken).
  • Knowledge of Russian is considered an advantage.
  • Strong organizational skills and attention to detail.
  • Ability to manage multiple initiatives simultaneously.
  • High level of integrity, professionalism, and commitment to public sector impact.
