The Information systems agency of Armenia is supporting the creation of the Armenian e-society. We are looking for a talented and motivated Mid-Level Software Engineer to join our team in developing Armenia's modern National Population Register, a cornerstone of the country's digital transformation.

In this role, you will contribute to building a secure, citizen-centric platform that serves as the foundation for digital public services. The platform will enable the once-only principle for citizen data, improve interoperability across government systems, and provide seamless digital experiences for citizens.

Working alongside senior engineers, architects, analysts, and product managers, you will design, develop, test, and maintain high-quality software while following modern engineering best practices.

• Develop and maintain software components for the National Population Register.
• Translate functional and technical requirements into clean, maintainable, and efficient code.
• Collaborate with Solution Architects, Business Analysts, Product Managers, and fellow engineers to deliver high-quality software solutions.
• Build and integrate RESTful APIs and backend services.
• Participate in system integrations with other government registries and services (e.g., Passport Service, Social Services, Cadastre, Tax Authority, Central Election Commission).
• Write unit and integration tests and participate in code reviews.
• Contribute to CI/CD pipelines and follow DevOps best practices.
• Troubleshoot, debug, and optimize application performance.
• Ensure software meets security, scalability, reliability, and data protection standards.
• Document technical solutions and contribute to continuous improvement initiatives.

• Bachelor's or Master's degree in Computer Science, Software Engineering, or a related field.
• At least 4 years of professional software development experience.
• Passion for building digital services that improve citizens' lives.
• Experience developing applications serving medium to large user bases.
• Experience with relational databases such as PostgreSQL, Oracle, or equivalent.
• Strong knowledge and experience of one or more modern programming languages.
• Experience designing and integrating RESTful APIs.
• Familiarity with Git, CI/CD pipelines, and software development best practices.
• Strong problem-solving and analytical skills.
• Excellent communication skills with fluency in Armenian and English.

Nice to Have

• Knowledge of cloud technologies and containerization.
• Experience with Agile/Scrum methodologies.
• Familiarity with secure software development principles
• Ability to implement features using modern architectural patterns and participate in system design decisions.
