About You

The Information Systems Agency of Armenia (ISAA) is seeking a Public Services Digitization Product Owner (Life Events) to lead the transformation of citizen-centric public services around business-related life events (Entrepreneurship & Protection of Property Rights and Paying Taxes).

The Product Owner will work across government institutions to assess current service delivery, define future-state service models, identify institutional, workforce, cultural, legal and technological gaps, and guide implementation of the required reforms.

This is a strategic product leadership role requiring strong analytical skills, stakeholder influence and the ability to translate complex government processes, policies and user needs into modern digital public services.

Responsibilities

  • Work with the Research and Design Team to understand citizen needs, service journeys, and existing public service delivery models.
  • Prepare current-state assessments, process maps, service blueprints and future-state service models.
  • Conduct gap analyses covering institutional capability, business processes, workforce capacity, digital maturity, organizational readiness, culture, legislation and technology.
  • Define and communicate the product vision, objectives, priorities and roadmap for assigned life-event services.
  • Develop practical recommendations and transformation roadmaps for moving from the current to the future state.
  • Prioritize initiatives based on user and public value, evidence, feasibility, risks and government priorities.
  • Coordinate ministries, agencies and other stakeholders to align policies, processes and responsibilities around the proposed service model.
  • Influence senior decision-makers, challenge existing approaches where necessary and provide clear, evidence-based direction on required changes.
  • Facilitate interviews, workshops, consultations and cross-government working groups.
  • Review legislation, regulations and administrative procedures to identify barriers to digital service delivery.
  • Develop or contribute to proposals for legislative and regulatory amendments required to support transformation.
  • Work with multidisciplinary teams, including service designers, business analysts, architects, developers, legal experts and policy specialists.
  • Define measurable outcomes and performance indicators, monitor implementation and use data to support continuous improvement.
  • Represent ISAA in meetings with senior government officials, development partners and external stakeholders.

Qualifications

  • Master’s degree in law, Public Administration, Public Policy, Digital Transformation, or another relevant field.
  • Minimum five years of relevant professional experience in digital transformation, public sector reform, product management, service design, policy development, business transformation, or organizational development.
  • Demonstrated experience leading complex, cross-functional initiatives involving multiple stakeholders.
  • Knowledge or experience in registering and running a business in Armenia is preferred.
  • Ability to develop product strategies, future-state service models, transformation roadmaps, and product priorities using research, evidence, and user insights.
  • Strong understanding of user-centered design principles and the ability to translate citizen needs into effective digital public services.
  • Ability to balance user needs, policy objectives, institutional priorities, legal constraints, and implementation realities while maintaining a clear strategic direction.
  • Experience assessing organizational capabilities, business processes, workforce readiness, organizational culture and change requirements to define future-state operating models.
  • Strong leadership, facilitation, negotiation and influencing skills, with the ability to build trusted relationships, achieve consensus and lead cross-government initiatives without formal authority.
  • Experience defining measurable outcomes, using qualitative and quantitative evidence to support decision-making, and driving continuous improvement through performance monitoring.
  • Ability to apply Agile, Lean and iterative delivery principles while working effectively with multidisciplinary and multi-stakeholder teams.
  • Excellent written and verbal communication skills, including the preparation of analytical reports, policy papers, presentations and executive briefings.
  • Strong analytical and critical thinking, strategic and outcome orientation, high professional integrity and commitment to delivering public value.
  • Excellent written and spoken Armenian and English.
  • Knowledge of Russian is an advantage.
