About You
We are looking for a motivated Mid or Senior Software Developer to join the ISAA engineering team. The ideal candidate will develop, maintain, and modernize software systems that support electoral and civic-participation processes, including public-facing web applications, administrative tools, and integrations with national eID and related government services. You will work closely with Product Owners, QA, and DevOps engineers throughout the software development lifecycle.
Responsibilities
- Design, develop, and maintain web applications and backend services, including ASP.NET Core, MVC, Razor Pages, and related .NET components.
- Own feature delivery and day-to-day maintenance of production systems serving citizens and administrative staff.
- Integrate and maintain connections with external government and identity services, such as national eID/OIDC providers, citizen lookup APIs, and other platforms.
- Design and evolve data models using Entity Framework Core and SQL Server, including queries, migrations, performance, and data integrity.
- Identify and remediate technical debt, including framework upgrades, security hardening, and secret management.
- Improve application security, including authentication/authorization, session handling, input validation, and secure configuration.
- Write clean, maintainable C# code; review pull requests; and mentor less experienced developers when needed.
- Introduce and grow automated tests, including unit and integration tests, and support CI/CD adoption.
- Troubleshoot production issues, analyze logs, and collaborate with DevOps on deployment and environment stability.
- Participate in Agile ceremonies, including sprint planning, daily stand-ups, and retrospectives.
- Document technical decisions, APIs, and operational knowledge for the team.
- Continuously improve engineering practices, code quality, and delivery processes.
Qualifications
- 4+ years of professional software development experience (Mid: 3–5 years; Senior: 5+ years).
- Strong hands-on experience with C# and ASP.NET Core, including MVC and/or Razor Pages.
- Solid experience with Entity Framework Core and Microsoft SQL Server, including writing and optimizing SQL.
- Experience building and maintaining integrations with external HTTP APIs and OAuth2/OIDC flows; authorization code with PKCE is preferred.
- Hands-on experience working in Agile/Scrum development teams.
- Experience with version control systems such as Git.
- Familiarity with CI/CD tools such as GitHub Actions, GitLab CI, Jenkins, or Azure DevOps.
- Experience with bug tracking and project management tools such as Jira, ClickUp, or Azure DevOps.
- Solid understanding of software development life cycles (SDLC), layered architecture, and maintainable code design.
- Strong analytical and problem-solving skills, including comfort working in existing, legacy-prone codebases.
- Good communication skills and the ability to work in a collaborative team environment.
- Intermediate or higher level of English.
- Strong understanding of and hands-on experience with AI agentic workflows.
Nice to Have
- Experience upgrading EOL .NET/ASP.NET Core applications to supported LTS versions.
- Experience with identity and access management, JWT validation, and session-based admin authentication.
- Experience securing web applications, including secrets management, password hashing, and authorization filters/policies.
- Experience with Docker and Kubernetes.
- Experience with cloud platforms such as AWS, Azure, or GCP.
- Familiarity with report/export generation, such as Excel via ClosedXML or similar tools.
- Experience in government, elections, civic-tech, or other high-assurance public-sector systems.
- Armenian language skills for product and stakeholder context.
