We are looking for an experienced Solution Architect to lead the architectural design of CEC’s digital solutions and ensure that technology components work together as a secure, scalable, and well-integrated ecosystem.
The Solution Architect will be responsible for defining the overall architecture, developing integration plans, and establishing technical governance and standards. The role will work closely with technical teams, business stakeholders, and external vendors to ensure that solutions are aligned with CEC’s strategic and technical requirements.

You are an experienced Solution Architect with a strong background in designing complex enterprise systems and integrating multiple platforms and services. You have a strategic understanding of technology architecture while also being able to engage with technical teams on detailed implementation decisions.
You are comfortable taking ownership of architectural decisions, establishing technical standards, and providing clear direction to both internal teams and external vendors. You are analytical, structured, and able to communicate complex technical concepts effectively to both technical and non-technical stakeholders․

• Define and maintain the overall solution architecture for CEC’s digital ecosystem.
• Develop and maintain architecture documentation, principles, standards, and guidelines.
• Design integration architecture and integration plans across systems, platforms, and services.
• Define appropriate integration patterns, APIs, interfaces, and communication mechanisms.
• Evaluate existing and proposed technical solutions and ensure their alignment with the target architecture.
• Establish and maintain technical governance processes and architectural decision-making frameworks.
• Act as a technical authority for architectural decisions and provide guidance to development and implementation teams.
• Review and validate technical designs and solutions proposed by internal teams and external vendors.
• Ensure solutions meet requirements related to security, scalability, performance, reliability, interoperability, and maintainability.
• Identify architectural risks, dependencies, and technical gaps and recommend appropriate solutions.
• Collaborate with business stakeholders to translate business requirements into effective technical solutions.
• Work closely with project managers, software engineers, data specialists, and external implementation partners throughout the project lifecycle.
• Support the continuous evolution of CEC’s technology architecture in line with organizational and business needs.

• Bachelor’s or Master’s degree in Computer Science, Software Engineering, Information Technology, or a related field.
• 7+ years of experience in software development, system architecture, solution architecture, or a related technical field.
• Proven experience as a Solution Architect, Enterprise Architect, or Technical Architect.
• Strong experience designing enterprise-level systems and technology ecosystems.
• Solid understanding of system integration, API architecture, distributed systems, and interoperability.
• Experience developing integration strategies and architecture plans.
• Strong understanding of technical governance, architecture standards, and architectural decision-making.
• Experience evaluating and reviewing technical solutions developed by internal teams or external vendors.
• Strong understanding of security, scalability, performance, reliability, and maintainability principles.
• Experience working in large-scale digital transformation projects is highly desirable.
• Experience in government, judicial, public-sector, or other highly regulated environments is an advantage.
• Strong analytical, problem-solving, communication, and documentation skills.
• Ability to work effectively with cross-functional teams and multiple stakeholders.
• Knowledge of cloud technologies, modern integration platforms, microservices, and API management is an advantage.
• Knowledge of X-Road or similar interoperability frameworks is a strong plus.
• Fluency in Armenian and English; Russian is an advantage.
