The Information Systems Agency of Armenia (ISAA) is supporting the creation of the Armenian e-society. As a Cybersecurity Training, Outreach, and Awareness Senior Officer, you will lead the development, planning and delivery of cybersecurity training, outreach programs, cyber awareness, training, or education content based on instructional needs and requirements. You will focus on strengthening the cybersecurity capabilities of government agencies, critical infrastructure operators, and educational institutions through structured learning paths, high-quality educational content, and strategic partnerships.

You are deeply knowledgeable about instructional design, cybersecurity fundamentals, and adult learning, and highly skilled in stakeholder coordination and international cooperation. You work closely with global partners, critical infrastructure, research institutions, and national CERT to support Armenia’s cyber workforce development and resilience objectives.

You bring strong analytical and instructional design capabilities, creativity in content development, and the ability to translate complex technical topics into learner-friendly material. You thrive in collaborative, mission-driven environments and are committed to strengthening national cyber resilience.

• Manage development of cybersecurity training modules, curricula, and hands-on learning experiences for government staff, CI operators, and national cyber talent programs.
• Produce instructional materials including presentations, e-learning content, labs, videos, toolkits, and privacy awareness communications.
• Conduct learning needs assessments and identify training requirements based on skill gaps, threat environment, and mission needs.
• Create learner development plans, career pathways, assessment metrics, and remediation strategies.
• Lead planning and delivery of national cybersecurity awareness programs.
• Develop and maintain training policies, procedures, and quality standards.
• Manage international cooperation projects, technical assistance efforts, and knowledge exchange.
• Work with universities, cyber academies, vocational centers, HEIs, and private-sector training providers.
• Prepare analytical reports and propose continuous improvement actions.
• Maintain documentation and dashboards in LMS and training databases.

• 5 years of hands-on experience in Cyber or IT curriculum development, instructional design or e-learning development, training facilitation or teaching
• Experience applying instructional design frameworks
• Experience with adult learning theory, learning cycles, experiential learning, and competency-based training
• Experience with training evaluation and measurement methodologies
• Knowledge of cybersecurity principles, education frameworks and standards
• Knowledge of LMS systems and training technology infrastructure
• Knowledge of media production tools and educational content creation
