About Us

The Information Systems Agency of Armenia (ISAA) is supporting the creation of the Armenian e-society. In collaboration with the Government and the Central Bank of Armenia, our mission is to implement key standards for how public services and digital projects should be delivered. About You

As a Digital Communications Specialist (SMM), you will lead ISAA’s social media presence and shape how citizens, partners, and the broader public engage with our digital transformation efforts.
You are a strategic communicator with hands-on experience managing social media channels and creating engaging content. You understand how to tailor digital narratives, analyze audience behavior, and translate complex policy or technical topics—including digital ID, cloud, cybersecurity, interoperability, and e-services—into accessible, citizen-friendly communication.
You bring creativity, adaptability, and strong analytical skills. You are passionate about digital engagement, transparency, and telling the story of Armenia’s digital transformation in a compelling and relatable way. You are also attentive to organizational culture and can support employer branding by highlighting ISAA’s people, mission, and values.
You thrive in fast-paced environments, can maintain confidentiality when handling sensitive information, and collaborate closely with technical teams, leadership, cross-government stakeholders, and communications colleagues to deliver high-quality digital outputs.

Responsibilities

  • Develop and execute ISAA’s social media strategy across all major platforms, ensuring alignment with the Agency’s strategic priorities.
  • Create high-quality, engaging, and accessible content, including text posts, visuals, motion graphics, and short videos.
  • Coordinate multimedia content production, including briefing designers, preparing assets, and ensuring consistency across digital channels.
  • Manage daily publishing, community engagement, and responses to public comments and inquiries, following moderation guidelines and accessibility standards (alt text, captions, readability).
  • Track digital analytics and prepare regular reports on performance, reach, sentiment, and audience engagement; propose data-driven improvements to strengthen visibility, audience growth, and impact.
  • Provide live and planned digital coverage of events, announcements, and project milestones.
  • Collaborate with internal teams to translate technical and policy information into clear, citizen-centered narratives.
  • Support broader communication campaigns, PR activities, and employer branding efforts, including storytelling materials such as employee spotlights and behind-the-scenes content.
  • Coordinate with ministries, government partners, and the DPM office to ensure consistent messaging across public channels.
  • Support crisis or incident communication efforts during service outages, cyber incidents, or urgent updates (as required).
  • Ensure brand consistency, tone, quality, and accessibility across all digital channels.
  • Monitor digital trends, online discussions, and emerging issues to inform proactive communication and rapid response strategies.

Qualifications

  • Ideally 2–4 years of experience in digital communication, social media, media, or a related field (or equivalent practical experience).
  • Strong knowledge of social media platforms, content formats, audience behavior, and analytics tools (e.g., Meta Insights, Google Analytics, platform-native dashboards).
  • Exceptional writing and content development skills in Armenian; strong English writing skills are an advantage.
  • Ability to produce or coordinate production of visuals and short-form digital content (basic graphic/video skills are a plus).
  • Creativity, initiative, attention to detail, and ability to manage multiple digital channels.
  • Strong organizational skills and comfort working in fast-paced environments, maintaining confidentiality, and responding to time-sensitive situations.
  • Familiarity with digital transformation topics, public sector communication, or tech-sector employer branding is an advantage.
  • Understanding of accessibility standards and social media moderation best practices is a plus.
