The Information Systems Agency of Armenia is supporting the creation of the Armenian e-society. About You

We are looking for an Product Owner with strong project coordination and delivery skills to lead and support electronic identification and signature (eID) products and initiatives. In this role, you will be responsible for defining product vision and priorities while ensuring effective coordination of implementation activities across technical, legal, and operational teams.

Job Responsibilities

Product Ownership and Planning

  • Define and maintain the product vision, scope, and roadmap for eID-related products and services.
  • Gather, analyze, and prioritize business, legal, and technical requirements in collaboration with stakeholders
  •  Translate requirements into clear product backlogs, specifications, and acceptance criteria.
  • Ensure alignment of product development with national digital identity strategy and the Digital Architecture of Armenia.

 Project Coordination and Management

  • Coordinate eID projects/products from planning through execution and completion, including managing timelines and resources.
  • Identify project risks, develop mitigation strategies, and ensure the timely resolution of project-related issues.
  • Work closely with internal and international teams, external stakeholders (including legal, UX/UI, IT, etc.) to ensure smooth project execution. 

Stakeholder Communication and Compliance

  • Serve as the main point of contact for stakeholders, external vendors, and public authorities, ensuring clear and effective communication.
  • Ensure all project activities align with relevant legal and regulatory requirements (eIDAS standards, GDPR, etc.).
  • Coordinate with third-party service providers to ensure timely delivery of products and services in line with contractual and cooperation obligations. 

Documentation and Reporting

  • Maintain detailed project documentation, including plans, reports, status updates, and risk assessments.
  • Prepare reports as needed, ensuring they meet the required standards and formats.
  • Develop presentations, draft agendas, reports, briefings, and memorandums, and write meeting minutes.

Quality Assurance and Ongoing Support

  • Ensure that deliverables meet required quality standards and technical requirements.
  • Provide ongoing support to ensure the effective use of eID solutions as needed. 

Qualifications

  • Bachelor's degree or higher in Business Administration, Communications or related field.
  • At least 5+ years of experience in project coordination/project management, with a focus on IT.
  • Experience working with government agencies and/or international organizations on technology-related projects.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.   
  • Familiarity with eIDAS regulation, GDPR, and other related legal and compliance standards will be plus.
  • Excellent organizational and time-management skills with the ability to manage multiple tasks and meet deadlines. 
  • Strong communication skills, both written and verbal, with the ability to collaborate with stakeholders at all levels. 
  • Detail-oriented with a focus on quality and compliance. 
  • Experience in managing cross-functional teams and working with external vendors and partners.
  • Proficiency in English and Armenian languages, both written and verbal.
