Instructional Design and Digital Learning Development Services

About Us

The Information Systems Agency of Armenia (ISAA) is supporting the creation of the Armenian e-society. In leadership with the Government and the Central Bank of Armenia, our mission is to implement key standards for how public services and digital projects should be delivered. About You

ISAA is seeking an individual consultant to design and develop six learning modules based on institutional knowledge, documentation, and source materials provided by ISAA.
The source materials (approximately 40 documents) may include laws and regulations, internal policies and procedures, organizational and technical documents, employee-related policies, presentations, guidelines, and other institutional documentation.
Working closely with ISAA’s Learning & Development function, the service provider will transform these materials into structured, engaging, and interactive learning experiences. The instructional design of each module-including learning objectives, expected outcomes, learning flow, delivery approach, and appropriate formats will be defined collaboratively during the assignment.
The six modules may combine self-paced and instructor-led learning and use different formats, including interactive content, videos, visual materials, scenarios and cases, quizzes and assessments, reflection activities, glossaries, presentations, reference materials, and other appropriate formats.
All materials should follow a consistent instructional and visual identity based on ISAA’s branding and design guidelines and be prepared for implementation within ISAA’s Learning Management System (LMS), using Moodle and/or integration with ISAA’s Microsoft 365 learning environment through Viva Learning.
The assignment is expected to be completed by the end of November 2026.

Scope of Service

  • Review and analyze the source materials provided by ISAA and, in consultation with the Learning &
  • Development function, define the learning objectives, outcomes, instructional structure, delivery approach, and learning formats for each of the six modules.
  • Transform complex organizational, legal, regulatory, technical, policy, and procedural content into clear, learner-centered, and engaging learning experiences, while preserving the intended meaning of the source of information.
  • Design and develop self-paced and instructor-led learning materials, as appropriate, including interactive modules, videos, visual explainers, scenarios and case-based activities, quizzes, assessments, reflection activities, glossaries, presentations, reference materials, and other relevant formats.
  • Develop appropriate assessment and knowledge-check mechanisms aligned with the expected learning outcomes of each module.
  • Ensure instructional and visual consistency across all developed materials, applying ISAA’s provided branding and design guidelines.
  • Prepare, configure, upload, organize, test, and publish the six modules in the selected Learning Management System, including course structure, navigation, sequencing, learning activities, assessments, learner progress, and completion requirements.
  • Support the operational implementation and testing of the developed learning experience, including its accessibility through ISAA’s
  • Microsoft 365 learning environment and Viva Learning, where applicable.
    Incorporate feedback from ISAA’s
  • Learning & Development function throughout the development and testing process and make the necessary revisions before finalization.
  • Maintain and hand over editable/source versions of all developed learning materials to enable future maintenance and updates by ISAA.

Deliverables and Timeline

  • By the end of October 2026

An instructional design framework for all six modules, including the agreed learning objectives, expected outcomes, module structures, learning flows, delivery approaches, and proposed learning formats.

  • By mid-November 2026

Complete learning materials for all six modules, including self-paced and instructor-led materials, interactive elements, assessments, multimedia, and supporting resources, as applicable.

  • By the end of November 2026

Six fully configured and operational learning modules in Moodle and/or the agreed learning environment, incorporating ISAA feedback and testing results, together with final editable/source files and supporting materials.

The development process will be participatory, with intermediate outputs reviewed and validated by ISAA’s Learning & Development function.

Qualifications and Experience

The individual consultant should demonstrate

  • Proven experience in instructional design, digital learning/e-learning development, or learning experience design, with a strong understanding of adult learning principles.
  • Demonstrated experience transforming complex source materials into structured learning experiences and developing both self-paced and instructor-led learning solutions.
  • Hands-on experience with Moodle or comparable Learning Management Systems, including course configuration, assessments, completion logic, and learner experience.
  • Experience with digital learning authoring and interactive content tools such as H5P, Articulate 360, or equivalent solutions.
  • Ability to develop or coordinate different learning formats, including interactive content, multimedia/video, visual materials, scenarios, and assessments.
  • Professional proficiency in Armenian is required; working proficiency in English is an advantage.
  • Previous experience in the public sector, regulated, compliance, cybersecurity, or organizational learning environments is an advantage.
