About Us
The Information Systems Agency of Armenia (ISAA) is supporting the creation of the Armenian e-society. In collaboration with the Government and the Central Bank of Armenia, our mission is to implement key standards for how public services and digital projects should be delivered. Our guiding standard is the “Digital Architecture of Armenia,” a Government-approved approach that places interoperability, security, and high-quality service delivery as its core pillars.

About You
As a Legal Expert, you will play a key role in supporting and shaping the legal framework behind Armenia’s digital transformation. You will contribute to the development and review of legislation, ensuring that the operations of the State Population Register (SPR) and other nationally critical digital systems are compliant, secure, and aligned with international standards.
In this role, you will work closely with internal teams, government stakeholders, and partners to draft legal acts, provide expert legal opinions, and ensure that regulatory frameworks enable effective digital governance, interoperability, and trusted service delivery.
Job Responsibilities
- Ensure the development of legislative amendments related to the Agency’s scope or provide legal opinions on them.
- Draft legal acts as assigned by the employer, discuss them with relevant stakeholders, and circulate them.
- Prepare documents related to the Agency’s activities (contracts, orders, directives, instructions, board decisions, letters, etc.).
- Provide legal opinions on legal acts, regulations, procedures, and other assigned documents.
- Provide legal consultation to the Agency’s governing bodies, departments, and individuals based on their functional needs.
Qualifications
- Higher education in Law; a legal/attorney qualification is considered an advantage.
- At least 5 years of professional experience in public institutions; experience in civil law is preferred.
- Strong knowledge of current legislation and its application.
- Knowledge of legal documentation standards.
- Experience using legal information systems.
- Good knowledge of Armenian, Russian, and English languages.
- Excellent knowledge of MS Office.
- Strong interpersonal skills, including patience, supportiveness, and the ability to prevent and resolve conflicts effectively.
- Ability to work effectively in a team environment.
- Strong analytical thinking skills.
- Attention to detail.
- Critical thinking and problem-solving abilities.
