About You
The Information Systems Agency of Armenia (ISAA) is seeking a Public Services Digitization Product Owner (Digital Trade) to lead the discovery, design, delivery and continuous improvement of the Digital Trade Life Event.
The successful candidate will define the product vision, future-state service model and strategic roadmap for simplifying import, export, customs clearance and cross-border trade services. Working across government and the private sector, the successful candidate will transform fragmented services into a seamless, user-centered digital experience for citizens and businesses.
Responsibilities
- Work with the Research and Design team to review business processes, legislation and service delivery across the import, export and customs ecosystem.
- Develop current-state and future-state service models, identify capability gaps and define transformation priorities.
- Set the product vision, MVP scope, roadmap and measurable outcomes, balancing user needs, public value and implementation feasibility.
- Apply user research and evidence to shape product decisions, prioritize delivery and continuously improve services.
- Coordinate and influence ministries, the State Revenue Committee and customs authorities, logistics and postal operators, banks, payment providers and other stakeholders to achieve a shared product vision.
- Review legislation and administrative procedures, identify regulatory barriers and propose changes required to enable digital services.
- Promote modern service design principles, including automated data exchange, online payments, digital-by-default services and the once-only data principle.
- Work with multidisciplinary teams throughout the product lifecycle and monitor delivery against agreed outcomes and performance indicators.
Qualifications
- Master’s degree in law, Business, Economics, public administration, digital transformation, or another relevant discipline.
- At least 5 years of experience in product management, digital transformation, business process improvement, customs, international trade, or public sector reform.
- Strong knowledge of Armenia's import, export, customs, or cross-border trade environment.
- Experience leading complex, cross-functional initiatives involving multiple stakeholders.
- Legal or regulatory analysis experience is an advantage.
- Ability to define product vision, strategy, MVP scope, roadmap and priorities using evidence, user insights and public value considerations.
- Strong understanding of user-centered service design and the ability to translate user journeys into simple, seamless and measurable digital public services.
- Ability to balance user needs, government priorities, legal requirements, institutional objectives and implementation constraints while driving the product vision.
- Experience analyzing and simplifying complex import, export, customs and cross-border trade processes, identifying organizational, legislative, operational and technology gaps, and designing future-state service models.
- Strong leadership, facilitation, negotiation and influencing skills, with the ability to build trusted relationships, achieve consensus and coordinate ministries, customs authorities, financial institutions, logistics providers and other stakeholders without formal authority.
- Experience defining measurable product outcomes and performance indicators, using evidence and data to prioritize decisions and drive continuous improvement.
- Ability to apply Agile, Lean and iterative delivery principles while working effectively with multidisciplinary and multi-stakeholder teams throughout the product lifecycle.
- Excellent written and verbal communication skills, including preparation of analytical reports, business requirements, product documentation, presentations and executive briefings.
- Strong analytical and critical thinking, strategic and outcome orientation, high professional integrity and commitment to delivering public value.
- Excellent written and spoken Armenian and English.
- Knowledge of Russian is an advantage.
