The Information systems agency of Armenia is supporting the creation of the Armenian e-society. In leadership with the Government and the Central Bank of Armenia, our mission is to implement key standards for how public services and digital projects should be delivered. About You

We are looking for a top-level Program Manager or an experienced implementation company to lead the coordination of ADEL, Armenia’s national data exchange layer program. The program brings together several important components, including x-road interoperability platform, national data catalog, State information systems' management system etc.
ADEL is one of the country’s key digital government infrastructure projects. It will enable secure, standards-based data exchange between public and private institutions.
We are looking for a strong leader who can manage complex, multi-stakeholder implementation, keep technical, legal, institutional, and policy workstreams aligned, and turn a strategic national initiative into an operational system.

Job responsibilities

  • Overall program coordination and implementation management
  • Planning, sequencing, and tracking workstreams and milestones
  • Managing communication between government institutions, technical teams, legal experts, and development partners
  • Identifying risks, bottlenecks, and dependencies, and ensuring timely resolution
  • Supporting institutional onboarding and service integration into the ADEL ecosystem
  • Preparing clear progress updates, management reports, and decision points for leadership․

Required qualifications

  • Bachelor's or Master's degree in Information Technology, Business Administration, Public Administration, Engineering, Project Management, or a related field.
  • At least 5-7 years of professional experience in program management, project management, digital transformation, IT infrastructure, or public sector modernization initiatives.
  • Proven experience managing large-scale, multi-stakeholder programs involving government institutions, technology providers, and external partners.
  • Strong understanding of digital government, interoperability platforms, enterprise systems, or national-scale IT infrastructure projects.
  • Demonstrated ability to coordinate technical, legal, institutional, and policy workstreams simultaneously.
  • Experience in planning, monitoring, and delivering complex programs within defined timelines and objectives.
    Strong risk management, problem-solving, and decision-making capabilities.
  • Excellent stakeholder management and communication skills.
  • Experience preparing executive-level reports, presentations, and progress updates.
  • Strong leadership and team coordination abilities.
  • Excellent written and verbal communication skills in English.
  • Experience implementing interoperability platforms, digital public infrastructure, data exchange systems, or government technology solutions.
  • Knowledge of X-Road, enterprise architecture, data governance, or digital service delivery frameworks.
  • Experience working with international development organizations, donors, or multilateral institutions.
  • Experience supporting institutional onboarding, change management, and adoption of digital systems.
  • Professional certifications such as PMP, PRINCE2, MSP, Agile, or equivalent program/project management certifications.
  • Previous experience leading national-level digital transformation or public sector reform programs.
