The Information systems agency of Armenia is supporting the creation of the Armenian e-society. In leadership with the Government and the Central Bank of Armenia, our mission is to implement key standards for how public services and digital projects should be delivered. We are looking for a senior Business Architect or an experienced advisory company to support the design and implementation of ADEL, Armenia’s national data exchange layer.

The Business Architect will focus on the logic, structure, and design of how ADEL should work from an institutional and business-process perspective. This role is not about day-to-day project management, task tracking, or administrative coordination. The focus is on understanding institutional needs, defining processes, shaping requirements, and ensuring that the technical solution supports real public sector workflows.

• Analyzing institutional processes, data flows, service delivery needs, and user requirements
• Designing business architecture, operating models, and functional logic for ADEL
• Translating institutional and policy objectives into clear business and functional requirements
• Defining how institutions should be onboarded from a process and readiness perspective
• Mapping service integration scenarios and data exchange use cases
• Identifying gaps between current institutional practices and the future ADEL operating model
• Preparing process maps, business requirements, functional specifications, decision notes, and recommendations
• Working with technical, legal, and policy teams to ensure that the system design is practical, compliant, and implementable․

• Proven experience in Business Architecture, Enterprise Architecture, Digital Transformation, Service Design, or Business Analysis.
• Strong track record in complex digital government, interoperability, or institutional transformation initiatives.
• Experience translating strategic objectives into operational and functional requirements.
• Excellent analytical, stakeholder engagement, and documentation skills.
• Ability to work across multidisciplinary teams and communicate with both technical and non-technical audiences.
• Strong written and verbal communication skills in English.
• Experience working with government institutions or public sector modernization programs.
• Knowledge of interoperability frameworks, data exchange platforms, and digital public infrastructure.
• Experience with data governance, base registries, digital identity ecosystems, or national digital platforms.
• Familiarity with enterprise architecture methodologies and business process modeling approaches.
• Previous involvement in large-scale national or international digital transformation projects.
