The Information Systems Agency of Armenia (ISAA) is supporting the creation of the Armenian e-society. About You
You are a structured, detail-oriented technical project manager who excels at coordinating multi-team delivery efforts in complex environments. You are skilled at planning, organizing and ensuring readiness at each stage of delivery, bringing strong discipline to timelines, risks, documentation and cross-team communication.
You are comfortable working with architects, engineers, vendors and agency teams to align expectations, resolve dependencies, and ensure solution quality before launch. You can manage delivery workflows while also supporting wider ecosystem needs such as governance processes, standards development and Marketplace activities.
You enjoy working in high-coordination environments, facilitating clarity and alignment, and helping teams navigate the technical processes required to deliver secure, high-quality LCNC solutions.
Job Responsibilities
- Plan, manage and coordinate day-to-day delivery of LCNC pioneer projects.
- Track timelines, risks, dependencies and cross-team progress across agency and vendor teams.
- Ensure teams follow LCNC delivery workflows, lifecycle steps and required templates.
- Organize workshops, stand-ups, reviews and structured communication forums.
- Prepare delivery artefacts including delivery plans, issue logs, risk summaries, reports and documentation.
- Ensure delivery quality and readiness before testing and launch.
- Coordinate communication among agency teams, architects, engineers and leadership stakeholders.
- Identify inter-team dependencies and facilitate timely mitigation.
- Support testing coordination, deployment planning and pre-launch readiness checks.
- Assist the Program Lead and Solutions Architect in preparing governance materials and operating procedures.
- Contribute to drafting LCNC standards, checklists, templates and delivery playbooks.
- Maintain structured documentation and version control of governance decisions.
- Coordinate governance meetings, including agendas, minutes and follow-up actions.
- Support Marketplace submission workflows for reusable components and templates.
- Track review status, feedback and required updates to Marketplace assets.
- Ensure Marketplace documentation, guidelines and quality criteria remain current.
- Maintain LCNC documentation, onboarding materials, delivery playbooks and SOPs.
- Ensure artefacts are consistently organized, updated and accessible.
- Capture lessons learned and contribute updates to the LCNC knowledgebase.
Qualifications
- 5+ years of experience in technical project or programme management.
- Experience managing multi-team software delivery projects in structured environments.
- Understanding of software delivery lifecycles, APIs, integrations and cloud/Kubernetes concepts.
- Experience supporting policies, procedures or documentation in technical environments.
- Strong organizational, documentation and workflow-management skills.
- Excellent communication, facilitation and cross-team coordination abilities.
