Request for Expressions of Interest (REOI)

Background

The Information Systems Agency of Armenia, on behalf of the Government of the Republic of Armenia, is continuing the structured market engagement process for the Government IT Services Transformation Initiative (GITS).

The initial Request for Information (RFI) and preliminary market consultation phase has been completed. ISAA appreciates the constructive participation and inputs received from market participants, including local vendors and international technology partners. This early engagement has supported the further refinement of the service scope, delivery assumptions, market consultation materials, and future procurement preparation.

Purpose of the REOI

ISAA is now launching the next formal market consultation stage through a Request for Expressions of Interest (REOI).

The purpose of the REOI is to identify qualified and interested market participants and to collect structured feedback on:

  • the draft Terms of Reference
  • REOI scope
  • conformity tables
  • SLA/KPI approach
  • security requirements
  • implementation and transition model
  • service governance arrangements
  • commercial structure

The REOI is addressed to both international and local market participants, including:

  • technology manufacturers
  • managed service providers
  • system integrators
  • network and cybersecurity solution providers
  • leasing or financing partners
  • local delivery partners
  • consortia or joint ventures capable of supporting an integrated service delivery model

Single Integrated Service Provider

ISAA expects responses from qualified entities capable of acting as a single integrated service provider for the REOI scope, either directly or through a consortium, joint venture, subcontracting arrangement, OEM partnership, leasing or financing partner, or other delivery structure. Where a respondent relies on partners for specific service domains, the response should clearly describe the proposed delivery structure and the manner in which single-point accountability would be ensured.

Important Notice

For the avoidance of doubt, this REOI is not a tender, does not constitute prequalification or shortlisting, and does not create any commitment by ISAA or the Government of the Republic of Armenia to procure, award a contract, or invite any specific respondent to a future procurement procedure. Its purpose is to improve the quality, realism, proportionality, and competitiveness of the future procurement package.

Submission of Expressions of Interest

Interested parties are invited to review the attached REOI package and submit the completed response forms by the deadline indicated in the REOI Public Notice.

Respondents are encouraged to provide concise, practical, and evidence-based feedback, particularly on requirements that may affect:

  • market feasibility
  • competition
  • implementation risk
  • cost
  • scalability
  • service performance

Clarifications

All clarification requests must be submitted through the official clarification channel indicated in the REOI package.

ISAA may also organize online information sessions, workshops, or structured consultation meetings where considered useful.

Information of general relevance may be consolidated, anonymized, and shared with all registered participants to ensure transparency and equal treatment.
