Market Sounding: State Population Register Digital Solution

Introduction
The Information Systems Agency of Armenia (ISAA) invites interested stakeholders to participate in a market sounding exercise for the planned development of an integrated digital solution for Armenia’s State Population Register.
The purpose of this market sounding is to gather expert feedback on the feasibility, indicative cost, delivery duration, risks and implementation approach for an integrated solution, covering:
- State Population Register Portal
- Case Management System / Back Office
- Data Provider Body Interface
- Evidence Document Management Service
Description
Participants are invited to provide input on the following aspects:
1. Indicative implementation price, calendar duration and person-day effort for a Preliminary MVP and Full Implementation.
2. High-level solution approach, including major components, configuration, development, integrations and reusable products.
3. Assessment of complexity, dependencies, risks, cost drivers and areas requiring clarification before procurement.
4. Justified sizing assumptions for unknown peak loads, provider-user volumes, document volumes, storage growth and notification traffic.
5. Separate description and indicative price for warranty and support.
