Call for ideas: Evaluation system for physically provided services

The Information Systems Agency of Armenia (ISAA) announces a Call for Ideas for the creation of a digital system to evaluate services physically provided to citizens.
Our goal is simple: every citizen should be able to evaluate the service they have received.
While ISAA has already developed a solution for evaluating services provided digitally, we are now seeking innovative ideas to develop a new solution for evaluating physical (in-person) services.
The current system for evaluating physically provided services is available at Gnahatir.am. Within the framework of this Call for Ideas, we expect to receive:
- Proposals for the improvement of the existing digital system (Gnahatir.am) or
- Concepts for the development of an entirely new system.
The resulting digital solution must collect data regarding user satisfaction with physically provided services. The minimum qualitative requirements for the collected data are attached (recommendations regarding these requirements are also welcome).
We encourage participants to visit various public service offices to gain a broader and more comprehensive understanding of the current landscape.
Submission Requirements: Proposals must include a detailed system description (maximum 15 pages) and a presentation.
Authors of selected concepts will be invited to ISAA for:
- A 1-hour presentation,
- A 1-hour Q&A session.
Ideas will be accepted until October 15, 2025.
