Armenia’s interoperability network – trusted exchange between data sources
Background information
The digital architecture of Armenia places collaboration between state bodies as a core pillar of a trust based e-society. ISAA works in partnership with the Armenian Government and private sector institutions to implement the key concepts of interoperability, specifically to ensure the correct application of the ‘once only’ principles for data exchange.
The once only principle: ensuring secure & accurate data exchange at the moment it is needed.
The interoperability team at the information systems agency of Armenia is focused on delivery of a next generation interoperability platform based on the technical core of the Estonian open source ‘X – Road’ platform. Fundamentals of the platform include:
- A decentralised model for secure data exchange between multiple state bodies, on the basis of trust
- Confidentiality of data exchange through secure protocols of the X-Road security servers
- Integrity of data is exchange through message logging at key points in the data exchange processes.
Benefits to be achieved
- Coordinated Data Sharing: X-Road will facilitate seamless data sharing between various government departments and organizations. This will lead to more informed decision-making and improved public services.
- Advanced Security: X-Road uses advanced security measures such as encryption, digital signatures and access control mechanisms to ensure the confidentiality, integrity and authenticity of data exchanged between systems. With the implementation of X-Road, Armenia can strengthen its cyber security infrastructure and protect sensitive information from unauthorized access and cyber threats.
- Cost savings: the introduction of X-Road can contribute to significant cost savings by optimizing the use of resources & reducing the human factor in the process of data exchange. Financial savings generated from X-Road’s simplified processes can be allocated to other, more priority areas.
Progress & timelines:
- December 2024: the beta version of the interoperability platform will be implemented
- July 2025: public launch of the interoperability platform
