The Information Systems Agency of Armenia is supporting the creation of the Armenian e-society. About You
As the Product Lead, you will be the senior product manager for a portfolio of national digital services. You will set product vision and strategy, manage multidisciplinary teams, and deliver scalable, secure, and user-centred digital products. You work effectively with designers, engineers, analysts, architects, and policymakers, and you can guide teams through complex lifecycles while balancing strategic priorities with operational realities.
Job Responsibilities
1. Product Strategy, Roadmap & Standards
- Define and maintain long-term product strategy aligned with national digital governance priorities.
- Develop and manage the high-level product roadmap, ensuring alignment with wider transformation programmes.
- Use research, user insights, and data to inform strategic decisions and prioritisation.
- Establish and enforce product standards for usability, accessibility, interoperability, and compliance.
- Prepare and present product reports, documentation, business cases, and risk assessments.
2. Team Leadership & Cross-Functional Coordination
- Lead and develop multidisciplinary teams, including product, content, development, architecture, and technical product owner roles.
- Coach teams in effective delivery practices, promoting collaboration, transparency, and continuous learning.
- Facilitate communication across departments, reducing silos and aligning priorities.
- Support recruitment, mentoring, and capability development within the product organisation.
3. Product Execution & Delivery
- Oversee the full product lifecycle—from discovery and design through development, rollout, and ongoing optimisation.
- Translate user needs, policy objectives, and architectural requirements into clear and actionable delivery plans.
- Ensure products meet standards for quality, performance, accessibility, security, and interoperability.
- Lead internal rollouts, ensuring teams have the training, documentation, and tools needed for adoption.
- Use data, metrics, and research findings to drive continuous product improvement and enhance user experience.
4. Resource, Budget & Capacity Management
- Manage product budgets and ensure efficient allocation of resources across priorities.
- Monitor team capacity and identify skill gaps, supporting capability-building and training initiatives.
- Contribute to business cases, investment proposals, and procurement activities.
- Ensure teams have the tools, processes, and governance frameworks required for sustainable delivery.
5. Stakeholder & Partner Management
- Develop and maintain strong relationships with senior government stakeholders, partner institutions, and external vendors.
Influence and negotiate to resolve issues, align expectations, and support successful delivery. - Represent product strategy and direction in cross-ministry discussions and external forums.
- Communicate effectively with both technical and non-technical audiences.
Qualifications
- Bachelor’s or Master’s degree in Product Management, Computer Science, Information Systems, Business Administration, or a related field.
- 5+ years of experience in product management or digital delivery, including leadership of multidisciplinary teams.
- Demonstrated ability to set product strategy and deliver complex digital products or services.
- Strong understanding of digital standards, usability, accessibility, and user-centred design.
- Experience translating user and business requirements into technical deliverables in collaboration with architecture and development teams.
- Excellent communication, facilitation, and stakeholder engagement skills.
- Strong analytical, organisational, and decision-making abilities.
- Fluency in English and Armenian.
Desirable - Experience in government, regulated sectors, or digital transformation initiatives.
- Understanding of security, interoperability, and data architecture principles.
- Experience with Agile and modern delivery practices.
- Experience managing budgets or contributing to investment cases.
