The National Assembly of the Republic of Armenia elected the Chairman and two members of the Information Systems Regulatory Commission

On March 25, the National Assembly debated the issue of electing the Chairman of the Information Systems Regulatory Commission and elected Nerses Yeritsyan as Chairman.
The Information Systems Regulatory Commission is an autonomous regulatory body that ensures the development of information system security measures, coordinates the implementation of information system security measures, and develops the digital architecture of information systems.
The main objective of the Commission is to ensure a regulatory legal framework for the formation and development of a unified, cybersecurity-oriented digital environment in the Republic of Armenia, which will enable the provision of convenient digital services to citizens through the state information system.
Giving a speech, Nerses Yeritsyan expressed gratitude to the Government for the trust and nomination of his candidacy for that important position, presented his vision and ideas for his activities if elected to that position, spoke about the process of digital transformation, the formation of a competitive digital society and economy, touched upon the issue of ensuring cybersecurity, the challenges existing in the field, and other issues.
“Having earned your trust, I am ready to contribute my public and corporate management knowledge, experience, and best international practice to form an exemplary and competitive public structure together with the members of the Commission,” the candidate underscored.

Srbui Hakobyan and Nairi Adamyan were elected as members of the Information Systems Regulatory Commission
Srbuhi Hakobyan presented her vision of the activities of the information systems regulatory body, detailing the key steps to be taken in this area. According to the her, the information systems regulatory body should ensure the adoption of the necessary flexible and favorable regulations, work towards ensuring that every member of the public prefers to use the digital services provided by the state.
According to Srbuhi Hakobyan, these services should be convenient and time-saving for both citizens and state bodies. She added that the newly created body should create favorable conditions for the public to acquire the skills necessary to be a citizen and a digital worker in the digital era. She spoke about the reasons for not implementing revolutionary changes in the field of digitalization, emphasizing the importance of data-driven and people-centered services, the construction of an effective digital architecture, and the recent provision of a favorable legislative environment. Reference was made to the work aimed at forming a unified digital architecture, and the strategic importance of education in the context of digitalization.

Nairi Adamyan thanked the Government for nominating him. To his observation, in recent years in Armenia there has been a lot of talk about digitalisation, and in developed economies this idea has ceased to be a mere technical issue. According to him, the data, the digital systems based on them, and the cybersecurity that ensures the smooth operation of all this are now considered an institutional infrastructure, becoming the basis of the modern economy and public administration.
Nairi Adamyan noted that for large international businesses, the establishment and protection of these systems has become one of the most important and decisive factors of investment policy. “In my perception, digitalisation is not an end in itself, but a means. It is a tool for making governance, including public administration, more efficient, predictable, accountable and, ultimately, more human-centered,” he said, emphasizing that digital services succeed exclusively when they are built on the logic of real human experience. Speaking about digital systems, Nairi Adamyan underscored that these systems must be built on a stable, secure and scalable technological foundation and develop based on the needs and experience of the user. According to him, the legislation and technological solutions must develop in an interconnected manner, stemming from a unified state policy.
