The Information systems agency of Armenia is supporting the creation of the Armenian e-society. We are looking for a Product Owner to lead the development of the Hartak.am mobile app, a flagship digital platform that will transform how Armenian citizens access public services.
You are a strategic thinker and effective executor, with experience managing large-scale digital products (100,000+ users). You’re comfortable translating vision into actionable product goals, collaborating with cross-functional teams, and ensuring delivery of a seamless and impactful user experience.

Product Vision & Strategy

• Define and communicate the product vision and roadmap for the Hartak.am mobile ap
• Align product goals with stakeholder expectations and citizen needs
• Ensure delivery of a high-quality mobile experience within an 8–10 month development cycle

Backlog & Agile Management

• Own and maintain the product backlog with clear, detailed, and prioritized user stories
• Define acceptance criteria in collaboration with UX/UI and technical teams
• Lead Agile ceremonies: backlog grooming, sprint planning, daily stand-ups, and retrospectives
• Collaborate closely with Scrum Master and development teams to ensure delivery

Stakeholder Engagement & Delivery

• Act as the primary point of contact between technical teams and government stakeholders
• Provide regular updates, reports, and demos to ensure alignment on goals and progress
• Plan and manage product releases with a focus on continuous improvement

User-Centered Development

• Gather, analyze, and incorporate user feedback into product iterations
• Ensure optimal UX in collaboration with designers and usability experts
• Advocate for citizen-centric design and simplicity in every feature․

• 2+ years of product management experience on digital platforms with 100,000+ users
• Proven experience launching and managing mobile apps
• Strong knowledge of Agile/Scrum methodologies and backlog management
• Experience working with developers, designers, and delivery partners in complex environments
• Deep understanding of user experience design and service usability
• Excellent problem-solving and communication skills
• Experience working with or within government institutions is a plus
• Fluent in Armenian; Advanced proficiency in English (written and spoken)․
