About You

As a Budget Program Training Specialist on a short-term service contract, you will train the internal Finance team on the methodology and practical aspects of preparing the medium-term expenditure program and annual budget proposals of the Regulatory Body. You will facilitate training sessions, provide methodological guidance on program-based budgeting, and support the team in defining budget programs, activities, and financial and non-financial indicators in line with applicable legislation and organizational objectives.

Job Responsibilities

  • Design and deliver training sessions for the internal Finance team on medium-term expenditure programs and annual budget preparation.
  • Review relevant legislation, regulations, and methodological guidelines, and translate them into practical guidance for team members.
  • Facilitate workshops and working sessions to explain statutory objectives, organizational functions, and program design requirements.
  • Provide methodological guidance and hands-on training on defining budget programs, activities, outputs, and performance indicators.
  • Support the Finance team in identifying and structuring non-financial performance indicators for programs and activities.
  • Provide guidance on financial indicators and cost structuring related to budget programs.
  • Mentor team members during the preparation of the 2027–2029 Medium-Term Expenditure Program and the 2027 annual budget proposal.
  • Prepare training materials, guides, and templates to support ongoing capacity building.
  • Deliver presentations and explain the finalized medium-term expenditure program and budget proposal to internal stakeholders.
  • Transfer knowledge and best practices in program-based budgeting to enhance the internal team’s skills and independence.

Qualifications

  • Bachelor’s degree or higher in finance, economics, public administration, public policy, or a related field.
  • Experience in public budgeting, financial planning, or program-based budgeting.
  • Demonstrated experience in designing and delivering training or mentoring sessions, preferably for finance or public sector teams.
  • Strong analytical, communication, and facilitation skills.
  • Ability to clearly explain complex financial and procedural concepts to diverse audiences.
  • Proficiency in Microsoft Office tools, particularly Excel and PowerPoint.
  • Experience working in public administration, regulatory institutions, or government-affiliated organizations.
  • Previous involvement in medium-term expenditure frameworks (MTEF) or multi-year budgeting processes.
  • Experience developing training materials, guidance documents, or methodological resources.
