About You
Are you passionate about cybersecurity research, innovation, and shaping the future of digital security in Armenia? The Information Systems Agency of Armenia (ISAA) is seeking a motivated Research and Development (R&D) Officer to coordinate and advance national cybersecurity research, development, and innovation (RDI) initiatives. You will play a key role in identifying emerging cybersecurity technologies, supporting research and pilot projects, and helping transition innovations into operational capabilities, while collaborating with academia, government, and industry stakeholders.
Job Responsibilities
- Support development and maintenance of national cybersecurity research and innovation priorities and roadmaps aligned with ISAA strategy and national cybersecurity objectives.
- Analyze and assess cybersecurity technologies, solutions, developments, and processes.
- Monitor emerging cybersecurity trends and research outcomes.
- Support the selection and application of relevant frameworks, standards, methods, tools, and protocols, including contributing to proof-of-concepts, pilot activities, and transition of validated research outcomes into operational cybersecurity capabilities.
- Coordinate cybersecurity research and innovation projects, including contributing to Terms of Reference (ToRs), concept notes, and project documentation.
- Monitor and evaluate performance, maturity, and impact of cybersecurity research and innovation initiatives using defined metrics and reporting mechanisms.
- Support grant and coordinate cybersecurity research funding initiatives at national and international level, including identifying funding opportunities, supporting proposal development, and facilitating participation in international research programs.
- Contribute to cybersecurity capacity-building activities, including awareness, theoretical and practical training, mentoring, and knowledge sharing.
- Conduct horizon scanning and foresight activities to assess cybersecurity risks and opportunities associated with emerging and disruptive technologies.
- Facilitate collaboration between government, private sector, academia, and international partners to strengthen the national cybersecurity innovation ecosystem.
- Identify cross-sectoral cybersecurity practices and propose their application in new contexts or through innovative approaches.
- Cooperate with academic institutions and research partners on joint activities and applied research.
- Communicate, present, and translate research outcomes into policy, operational, and capacity-building recommendations for relevant stakeholders.
Qualifications
- Knowledge of cybersecurity-related research, development, and innovation (RDI) lifecycle management.
- Understanding technology transfer and commercialization principles.
- Familiarity with cybersecurity standards, methodologies, and frameworks.
- Awareness of security implications of emerging technologies (AI, quantum, IoT, OT, cloud-native systems, digital identity, etc.).
- Knowledge of research program governance and performance evaluation methodologies.
- Awareness of legal, regulatory, and legislative requirements on releasing or using cybersecurity-related technologies.
- Multidisciplinary understanding of cybersecurity.
- Knowledge of international cybersecurity research programs and funding mechanisms.
- Experience with responsible information disclosure procedures.
- Strong analytical and critical thinking skills.
- Experience in stakeholder coordination and partnership building.
- Project and program coordination skills in policy-technology integration.
